You are also wrong about the tutorial being the only place where you need a minimum amount of security to advance, for example the Ocean Hotel starts locked (lvl5) and the key is in a trailer which is also locked (lvl2). In any case, I was pointing out that the map designers put small locks all over the place never intending them to be serious obstacles, which suddenly they will become.
